This position reports to the Director, MQ-9 Foreign Military Sales and acts as a bridge between the company and the Air Force Security Assistance and Cooperation Directorate (AFSAC). Works closely with executive leadership for Profit and Loss, Government Affairs, and International Strategic Development to create a climate of trust, facilitate positive interdependence and support face-to face interactions across the FMS stakeholder community. The position is located at the GA-ASI Operating Location in Beavercreek Ohio. Typically accomplishes objectives through a network of project and program managers planning and executing FMS.

DUTIES & RESPONSIBILITIES:
  • Perform as Subject Matter Expert on all aspects of the FMS process, from strategic planning, requirements definition and Letters of Request, to Letters of Offer and Acceptance, to case implementation, execution and closure.
  • Serve as GA-ASI’s primary liaison with the Air Force Security Assistance and Cooperation (AFSAC) Directorate of the Air Force Life Cycle Management Center (AFLCMC).
  • Cultivate customer intimacy with AFSAC. Develop/implement proactive customer relations, seeking ways to improve relationships and resolve potential issues at the execution level and keep Government Affairs advised of issues that must be solved at the policy level.
  • Support GA-ASI discovery of NATO Support and Procurement Agency (NSPA) roles and responsibilities in support of new business opportunities.
  • Collaborate with GA-ASI Government Affairs to address and overcome delays and lack of transparency associated with the FMS process.
  • Advise senior leadership across Profit and Loss, International Strategic Development and Government Affairs on strategies to accelerate capability to foreign partners and to advocate for a common sense of urgency across FMS stakeholders.
  • Support the USAF customer in transitioning newly implemented FMS cases from the “New Business Team” to the Program Management/Execution Team.
  • Support preparation of international strategic messaging, associated business plans, gate reviews, performance work statements etc.
  • Promote proactive, forward-looking uses of the Special Defense Acquisition Fund.
  • Ensure the security of proprietary technology and maintain the strict confidentiality of sensitive information.
  • Interact with senior Management concerning matters of significance to the company.
  • Explain relevant FMS process implementation to fellow team members.
  • Fact check relevant/related data and information for accuracy.
  • Ensure elevation of emergent FMS issues to senior leadership.
  • Other duties as assigned or required.

Job Qualifications:
  • Typically requires a master’s degree in related technical/management field as well as 15 or more years of progressively complex program administration experience with at least 9 years managing programs. May substitute equivalent experience in lieu of education.
  • Requires recent and relevant experience working for or with AFSAC and/or other USG FMS stakeholder organizations.
  • Demonstrates detailed and extensive technical application of program management principles, concepts and practice as well as comprehensive program management and leadership skills to include organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must be able to develop solutions to complex problems that require regular use of ingenuity and creativity.
  • Strong communication, leadership, presentation and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers and government representatives.
  • Top Secret security clearance desired.
  • Experience working with General Atomics Aeronautical and MQ-9 platform
  • Experience as a Facility Security Officer and/or Contractor Program Security Officer.
  • Ability to obtain and maintain a Secret DoD security clearance is required.
