Job Summary General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
We have an exciting opportunity for an experienced Program Manager for our MQ-9B Emergent Requirements Program located in Poway, CA. This position is responsible for overseeing and coordinating the development and delivery of proposals which lead to successful capture campaigns for the MQ-9 P&L.
DUTIES AND RESPONSIBILITIES:
- Provide support for developing and capturing program(s) which are key elements in the company's strategic business objectives.
- Work with the Program Lead to ensure a thorough understanding of customer requirements (including hardware, personnel, logistics).
- Liaise with the Strategic Development team to identify potential offset or industrial cooperation requirements that will be part of the proposal offering.
- Coordinate with all facets of the GA-ASI enterprise to fully understand the maturity and availability of proposed solutions to ensure accurate offerings are provided.
- Coordinate with cross-functional groups to standardize proposal offerings (to include personnel support, spares methodology, hardware pricing models, etc.) to streamline the proposal process and improve proposal cost accuracy.
- Coordinate with appropriate pricing teams to develop a comprehensive cost basis to support accurate pricing for potential hardware, personnel, logistics, and other proposed solutions.
- Coordinate with the Strategic Proposal group to develop the documents to support a world class proposal delivery.
- Coordinate the preparation of financial models which demonstrate the proposed program’s return on investment for senior leader analysis.
- Coordinate with contracts and cooperate legal teams to develop language for Statements of Work and Contract Terms and Conditions that can be rapidly approved for use in negotiations.
- Travel as necessary to support in person briefings with executive leadership and customer teams.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Develop and recommend modifications to proposal policies and procedures.
- Recommend strategy and guidance for all proposal activity. Lead solution, theme, and development meetings.
- Review program proposals submitted by staff, and other sources to determine proposal feasibility.
- Prepare and manage budget for all proposal efforts.
- Prepare and manage annual Bid & Proposal budget.
- Maintain the strict confidentiality of sensitive information.
- Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:
- Typically requires a Bachelor’s degree in Business Administration or a related discipline and eleven or more years of progressive professional experience in proposal development with at least five of those years in management. May substitute equivalent experience in lieu of education.
- Must demonstrate extensive knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in-depth knowledge of defense industry processes and practices.
- Must be customer focused and possess:
- The ability to exercise a high degree of independent judgment in resolving complex management and technical problems.
- The ability to serve as spokesperson on various projects.
- Strong communication, leadership, presentation, and interpersonal skills to enable an effective interface with others.
- Knowledge of computer applications and operations pertinent to the field.
- Must be able to work on a self-initiated basis and lead in a team environment, and able to travel as required.
- Ability to obtain and maintain a DoD Secret Security Clearance is required.
Salary:$112,320 - $205,058
