Job Summary General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

We have an exciting opportunity to work as a Purchasing Supervisor supporting a commodity team located in our Rancho Bernardo, CA office.

DUTIES & RESPONSIBILITIES:
  • Supervise/lead a group of commodity Buyers.
  • Provide leadership to management and program managers on procurement issues relating to government, commercial and international procurements.
  • Manage purchasing policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives. Recommend modifications to operating policies as needed.
  • Manage work assignments and provide direction to staff while ensuring purchasing processes meet assigned timelines.
  • Review confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance to laws and government regulations.
  • Manage the ‘buy’/purchasing portion of proposal preparation. Performs a final review and evaluation of RFP/RFQs, source selection decisions, price analyses and other purchasing documentation.
  • Identify and manage supplier issues and develop creative solutions to resolve highly complex problems.
  • Act as primary contact for procurement activities and issues in support of the assigned Purchasing Team. May represent the company with suppliers, and potential suppliers, and government representatives.
  • Supports the Department Manager to manage in the planning, attraction, selection, retention, and development of professional talent.
  • Maintain the strict confidentiality of sensitive information.
  • Preforms other duties as assigned or required.

Job Qualifications:
  • Typically requires a Bachelors degree in business, Supply Chain or a related field and five or more years of progressively complex experience in purchasing with at least two of those years leading project teams and purchasing/buyer personnel. May substitute equivalent experience in lieu of education.
  • Demonstrates detailed and extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
  • Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.

Salary:$89,180 - $155,825
