We have an exciting opportunity for a Senior Manager, Supply Chain Performance at our Rancho Bernardo, San Diego, CA location. This is a technical internal and external customer/supplier-facing role. Reporting to the Contracts, Procurement and Proposals Management Director of Operations, the Senior Manager of Supply Chain Performance Management will be responsible for driving strategic subcontractor management, material program management, and supply chain risk mitigation across critical organizational functions.

DUTIES & RESPONSIBILITIES
  • Develop and implement comprehensive strategies for subcontractor research and selection, performance evaluation, and strategic alignment
  • Support complex negotiations and lead relationship management with key strategic suppliers
  • Design and maintain robust subcontractor performance measurement frameworks
  • Conduct rigorous quarterly and annual performance reviews and strategic assessments 3. Manage work assignments and provide direction to staff while ensuring subcontracts processes meet assigned timelines.
  • Support and define procurement strategies for complex engineering and manufacturing programs
  • Manage direct reports responsible for individual material program execution, following demand planning
  • Develop and maintain comprehensive material acquisition roadmaps
  • Support advanced forecasting and demand planning methodologies
  • Ensure alignment between Material Planning and Procurement
  • Create and maintain enterprise-level supply chain risk assessment and mitigation strategies
  • Develop predictive risk models incorporating geopolitical, economic, and technological factors
  • Implement proactive risk monitoring and rapid response protocols
  • Establish contingency planning for critical supply chain disruptions
  • Oversee advanced supplier scorecarding and performance evaluation systems
  • Implement continuous improvement initiatives based on performance data
  • Leverage data analytics to drive strategic supplier relationship management
  • Collaborate closely with Material Planning, Engineering, Operations, and Finance leadership
  • Represent Supply Chain interests in strategic planning and decision-making forums
  • Drive innovation and continuous improvement across procurement processes
  • Maintain the strict confidentiality of sensitive information.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Additional Functions: Other duties as assigned or required.

Job Qualifications:
  • Typically requires a Bachelors degree in business, supply chain, or a related field and thirteen or more years of progressively complex experience in procurement, subcontracts or supply chain.
  • Master's degree preferred
  • 10+ years of progressive supply chain management experience in defense, aerospace, or complex manufacturing sectors
  • Proven track record of managing large, strategic supplier relationships
  • Advanced understanding of risk management and performance optimization methodologies
  • Demonstrates detailed and extensive technical expertise and application of government/commercial contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).
  • Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
